Bitweaver - Mapper

This seems to have fallen through the gaps somewhere. Mapping Index is still listed on the lsces.uk site, and it's there that mapper should be running and I HAVE had it running to some level, but currently it's disabled. One lower down the TODO list :(

OSM - Allowed Data is an old page in relation to Openstreetmap, which will form part of improvements to the mapper package.
